The official figures for seismic assessments and retrofits in Toyama Prefecture for fiscal year 2024 have been released.
A total of 997 seismic assessments and 112 retrofits (subsidy-based, based on applications) were recorded.

Compared to fiscal year 2022—before the Noto Peninsula Offshore Earthquake—the number of seismic assessments has increased by approximately five times, and retrofits by nearly three times.

It has also been announced that seismic retrofit subsidies will increase to 1.4 million yen in fiscal year 2025.

Seismic Retrofit Subsidies: Only One-Tenth of Assessments
High Costs Remain a Barrier

In fiscal year 2024, Toyama Prefecture subsidized seismic retrofit construction for approximately 112 wooden houses—just around one-tenth of the 997 houses that underwent seismic assessments by the end of February.

Despite increased demand following the Noto Peninsula Earthquake, the substantial cost remains a significant barrier. The limited progress in retrofitting is primarily attributed to these financial constraints, prompting the Prefecture to consider expanding subsidies and additional support measures.

Kawashima, the Director of the Prefectural Building and Housing Division, noted that compared to fiscal year 2022, before the Noto Peninsula quake, seismic assessments increased fivefold, while retrofits tripled. The current subsidies are the highest level since the introduction of the system in fiscal year 2005.

Toyama Prefecture has already decided to raise the subsidy ceiling from the current 1.2 million yen to 1.4 million yen starting in fiscal year 2025. Additionally, the Prefecture is exploring ways to reduce overall costs for homeowners by potentially subsidizing installation expenses for residential seismic shelters.
